Nov 28th 2012 9:21AM It was the same in my area of TN for years, and often the local utility "estimated" and purposefully overcharged and ajusted bills later to pay for improvements or build "rainy day" account balances. But it is not neccessary any longer. All the local small town power companies here have switched to computerized metering systems that can make daily, weekly, and monthly usage reports available instantaneously to the utility billing system, so there is no need for "meter readers" or estimating usage balances any longer. The meters report usage and the computers report outage areas instantaneously.
