Feb 24th 2009 8:33PM You are actually allowed to lock luggage. Use any TSA labeled lock....even Master Lock makes them. IF TSA needs to get in during a bag check, they have master keys to them. They leave a notice in any bag they enter and relock the bag with your lock. There are even TSA labeled combination locks and built in locks.
