If she had known not only about the "recommended" 2-hours, but also about the mandatory 1-hour check in, then she would be at fault. The fact of the matter is it was not posted and she was only 60 SECONDS late. It's ridiculous. What does her being a college student have to do with this anyway? Do I sense a little prejudice about college kids? Irresponsible, disrespectful little brats? You, sir, are ignorant.
