But to mollify your critics, may I point out that "So sad what this country has come to." is obviously short for "It is so sad what this country has come to be." So "to" is clearly not a preposition, a maligned part of speech which seems to covet taking first place (or is it last place?) in the race to the end of the sentence, but is the first half of an infinitive, here unsplit, and not even close to a participle. A wise grammarian might counter any pedantry by revising your sentence so that it ends with a noun, in full accordance with cjgdnight's wishes: So sad what this country has come to, a**hole.

You buy a legal care policy with a large legal corporation, and when your attorney draws up papers for, say, a merger, then the LMO (Legal Maintenance Organization) says, "OK. The fee you are charging is 1000 dollars. What we will allow you to be paid is 100 dollars. Oh and by the way - your proposal to modify your client's will is denied. That is legally unnecessary according to our federal guidelines." And who will be in charge of these federal guidelines? Doctors.
