Jan 31st 2009 5:57PM If you'll read this article again, you can see that the simply banned all NEW ethnic restarants. Any that are already in existance are exempt. This is purely to preserve the look and feel on the OLD TOWN part of Lucca. Like a historical re-creation of sorts.
