no he isnt a citizen of the VAtican, he is the Sovereign ( like the king) of Vatican City State. Actually in the early part of last cantury and before, the Pope was sometimes referred to as the "King of Rome". There is a photo I believe of Benedict XV (1914-1922) With the Caption, King of Rome...

Aug 19th 2007 11:15AM The Pope is not an Italian citizen, unless he became one previously. He was a German citizen. He IS the Sovereign of Vatican City State, which is an independent country inside of Rome, although, yes, its about as big around as the grounds around the white house. So he would not be an Italian citizen even now, since he is the Sovereign of Vatican City, as Q Elizabeth is the Soveriegn of Great Britain.
