New Orleans, UNITED STATES: The 'Blue Tarp Warriors' mock the government's much criticized response to hurricane Katrina in the French Quarter of New Orleans during Mardi Gras celebrations 28 February 2006. It is New Orleans' first Mardi Gras since hurricane Katrina devastated the city six months ago. At left is Keith Pelitire, who said he was wearing the actual blue tarp which was used to cover the damaged roof of his home after Katrina. At right are his friends Betra and Jim Ballard.
