3G definitely isn't in the same realm as LTE in terms of speed, but it can still do YouTube as long as you're patient. The big draw for 3G is that it is a lot more common than 4G coverage, which makes it a better option when traveling internationally.
And yes, the price is actually great for travelers who visit any of these countries regularly. Hard to pass up, particularly if you just need to be able to do email, social networking and web browsing while on the go.
