It has nothing to do with the budget. From Managua, Houston is the worst and slowest entry point for travelers. The immigration lines are long and the staff brazenly rude. Unfortunately, this is the only choice for United fliers.
Other options are American to Miami for a more normal experience. Spirit to Fort Lauderdale, which, because of Spirit's late night flights, usually arrive at non-busy hours. Finally, Delta to Atlanta, which, for whatever reason, is so much more organized, efficient, and pleasant than Houston.
The Houston experience is most likely a combination of poor management and bad attitudes and not fiscal problems.

I've had long lines amid some crazy remodeling going through Miami too!
That said, this is a fine mess the US Congress (among others) have put us in (“us” as in travelers who need to go through US Customs and Immigration). So the good news for your trip back home is that you should definitely enjoy the free shot of Flor de Caña rum at the Managua airport because getting through customs once you land in Miami, Houston, or Atlanta is going to be a very un-enjoyable experience!
