This same thing happened to me, this year. I applied for a double entry tourist visa with 6 months validity. What I didn't realise was I was given a double entry transit visa wioth 3 months validity, despite the Chinese Embassy in Canberra having a copy of my itinerary. So when I returned to China for the second time at Urumqi airport, I was detained. No confessions needed to be signed, nor was there an option of paying a fine. However the real fine was paying a whopping $2k for a plane ticket home, because that is all that is available. I was given 24 hours to pass through china!
