This article is way overstating premium economy and the cost of upgrades.
1. I have never seen an international first class upgrade for "a couple hundred dollars". Try $1000 for one way, economy to biz. Economy to Economy plus cost me $169 one way internationally recently
2. In no way are most airlines' premium economy what biz class was like 20 years ago. For all US carriers. "premium economy" is at best, an exit row or a few extra inches. The food and service are still 100% economy. The seat itself is identical to economy. On some foreign carriers, premium economy will get you a better seat (larger, more recline). Still not biz class.
