Just because you can put the arm rest down doesn't mean the obese persons fat a** isn't spilling into the seat next to them. Or their big shoulders and flabby arms either.
And Delta does not "do anything about it". If the person who's space is being violated, Delta asks THEM if they want to get on another flight because most of the time the flight is full. Not the obese person. Leave a few middle seats vacant, so this problem isn't one.
