I sort of agree with Joel. The National Seashore should be kept fairly undisturbed. It appears that the problem is with parking. They need to take a page from the National Parks out here in the west and provide shuttles from remote parking to the beach.
At Yosemite, Zion National Park, Bryce Canyon, and the Grand Canyon they have developed remote parking and shuttles to the important places.
That technique would allow people to take their ice chests, chairs etc. to the beach.
The west is also working at removing plastic water bottles from the parks. So the seashore should have multiple recycling bins around.
