Costa Rica is by and large a wonderful country. The climate is wonderful, its inhabitants educated and friendly. However like all societies it does have it's dark underbelly.. In this case it is a small minority of the well connected and powerful who exist by way of unscrupulous manipulation without regard for the laws of the country which are as often as not unsuited for the 21st century. They still comport themselves in the manner of the Caudillo or Boss without regard to the law which they believe is for others lower in society than themselves.
