My youngest brother required a leash on occasion. He was a hyper toddler (dislocated his hip climbing out of the crib before he could walk, in the pasture patting cow legs, climbing onto the top of the fridge and drinking the vinegar stored there to projectile vomit all over the kitchen, etc) prone to getting into trouble despite 3 people watching him nearly constantly. Giving us the slip was his favourite sport. Mom had two older kids, and neither of us were like this, thus we were not put on a leash. But my brother likely would not have survived otherwise. As an adult, he has not resented it one bit.
Granted, dragging your kid along like in the video is a bit dumb, but in a crowd, kids get lost easily.
