Serbia and Montenegro are two independent and internationally recognized countries. Kosovo is not. Many countries recognized their independence, but it is not accepted in UN and it wouldn't be because Russia and China is strongly against it.

I don't wanna fight with you or anything but just so you know Kosovo is an independent state and has been since 17.February 2008 ;)
