Actually, the Obama Administration granted AT&T a license to lay a fibre-optic cable from Florida to Cuba, but the plan has stalled because the cuban gov't has demanded that the US pay 84 cents rather than 60 cents as specified by the US (see http://gigaom.com/2009/10/14/miami-firm-plans-first-u-s-cuba-fiber-optic-cable/) .
