Other factors looked at are available location to put the treminal vs. the cost of buying that location. Savannah real estate prices are very high! You have to consider also that most of the waterfront area of Savannah is considered 'Historical' and there's limits to what can be done in that area! Other factors are vehicle access to possible terminal area, availability of re-supply facilities for the ships and lodging for people. I agree that Savannah would be a great 'cruise port' (as would Charleston, SC) but, the logistics would be a nightmare!
