This graffiti probably reflects the growing dissatisfaction in Bulgarua with the traffic cops who hide around the road and then pop up to pull you over and exact a bribe in order to look the other way for a minor transgression. So WTF is what you think it is, and XA means Aha! Gotcha! Frankly speaking, I have bever seen this piece of street art, but I consider it very high-quality Banksyesque.
