Burma is the only countries Lonely Planet guide that I have read where they devote an entire chapter to whether or not you should visit. The good news is you can download it from their website so you can read it and make a more informed choice before you decide to go.
After reading it and discovering that the Junta ran and had their finger in pretty much everything that a tourist would experience I went to Laos instead.
Its a touch choice as SE Asia is pretty much devoid of Democracy as seen in the last year in the Riots of Thailand to the Overzealous extinguishing all elements of free speech by the courts of Singapore.
