The new library should have a section for an ongoing used book sale. They could gather books from all their other library branches, as well as asking travellers for the books they've finished.
I volunteer at my local library, sorting books for our used book sales. Used book sales are the major source of income for library auxiliaries around the world. We make $25,000 a year to supplement our library's budget, and we only have the books donated to one branch of our system.
It would benefit their public library and benefit the travelers -- the choice of books to buy in airports is seldom very interesting, and I know I can never resist a used book sale anywhere, anytime!
