Wot!?!?!
Hotel Rex, Saigon Vietnam. Just do a Google image search, many photos. Best rooftop bar (ambiance) in SE Asia.
Across the street from the Rex is the Caravelle Hotel, with a smaller rooftop bar and very nice wraparound balcony seating.
Some Caravelle pics at the bottom of this blog page:

The Standard LA, and the best martini.

It isnt a roof bar, however, best presention would go to the Oak Room at the Fairmont Copley Plaza in Boston, Ma. If you are in Boston and crave a really nice Martini stop in, you wont be disappointed.

I completely second that!!! After the sun sets, head on down to your reservation at Cibo Matto. Executive Chef / Owner, Todd Stein creates some incredible fare. A true fine dining experience.

Thanks Amanda. I think the lack of anything between the coasts asides from Tennessee smirks of the usual boorish coastal elitism. I'm sure there's more in Chi-town and even in such "boondock" cities like Minneapolis but of course no one bothers to even check it out.
I won't even bother to go on about the lack of coverage outside the USA because it's too obvious.

Just got back from a vacation in Greece. I'd add a boutique establishment called the Fresh Hotel in Athens. Large bar, pool and evening views of a lit-up Parthenon.
