If you ban smoking, you should ban McDonald's and a whole slew of junk food peddlers. While you're at it, impose mandatory aerobics classes for citizens, require that they drink 8 classes of water daily, and shut down Coca Cola. And that issue of "public health" may be alleviated by actually providing health care to the public instead of letting the poor souls languish without means to pay for preventative care until their conditions demand emergency attention.
