I saw almost that exact scene (sans umbrella) in Panama. The indigenous people there are called the Ngobe Bugle (no idea) and they wear such colorful stuff.

Indeed! And the interesting thing was the contrast between the "modern" (colorful umbrella, shoes, backpack) and the "old" (the girl was wearing traditional Hmong clothes).
