That controller on the video sounds a lot like one that used to be in the tower at STL when TWA still had it's hub here. This controller could never get it right, and was guaranteed for at least one go-around/missed approach per her 2 hour shift on the runway.
And, unfortunately, STL is now down to class 2 status, falling quickly to class 3 when AA does it's next round of cutbacks in 2010.
