Are you kidding? Name one airline that sells inexpensive upgrades to non-elites before upgrading elite passengers.

Josh - Scott is absolutely correct. It happened to me TWICE on an international flight (SFO to Narita).
Showed up at the airport early and asked to pay for it. ~$500 for an upgrade to business. Same thing on the return.
No elite status with the airline.
