It's not technically legal but South Beach is allows (or I should say tolerates) topless sunbathing. With so many European and South American tourists, celebrities and models I think the local police gave up and go for the more serious crimes of no bottles on the beach. It is impolite to stare, but unlike Haulover the eye candy is superb.
And I definitely recommend Peanut Island for anyone that really enjoys a good time. We had a blast, played football and grilled meat without ever touching the beach. At low tide the water is great for kids and pets. And you'll see an occasional sunken boat stick out from the sand.
