Yes - the Bosnians/Armenians/Romanians are usually part of a pickpocketing/thieving gang. While one of them distracts you, the others are usually around to try and steal something. They also use the "Index card" as a cover for their other arm which is usually trying to find its way into a pocket to take your wallet. Also seen in Barcelona where we live - but I've not seen Bosnians - only Armenian or Romanian.
