I've experienced the "do you speak English" folks, though in 2006 I think they were "gypsies"? Anyway, I had read before my trip to ignore them or speak French at them and they'd leave you alone and that it was some kind of scam but no one ever indicated what the scam was. Is it just that the card is a lie and they are going to ask for a handout? My guidebook made it sound a great deal more ominous.
