To me, this looks like a sign saying no prostitution (or lewd behavior in general) is allowed in that area. It is probably from a country where prostitution is legal in some areas, and is warning that it is not legal in that particular neighborhood.
Just a guess, based on the design of the sign and the explicitness of the woman's outline.

Actually, I've seen this sign before. They are posted on the streets around the hospital in Akcra, Ghana, West Africa. The intention is that people should be quiet in that area, in order to let the patients sleep. As one of my Ghanaian friends explained to me, "You pinch your woman and she can't help but squeel. This sign tells you to keep quiet. Do not pinch her while you are here; wait until you are elsewhere."
