I'm not sure what kind of camera you're using -- an SLR or a point-and-shoot -- but regardless, there should be a way to set your camera to auto focus, set your shutter speed and or aperture on its own, but allow you to adjust your ISO. "Fully manual" generally means that you would adjust each of those yourself (focus, shutter speed, aperture and ISO).
