Or there's that T-Mobile option of a HotSpot/UMA capable phone. Connect to WiFi anywhere in the world and make calls that are either free (if you have the UMA plan) or only use the minutes you're already paying for. No extra charges. Worked fantastically for me in South America and my nephew is currently using it to call home from Italy.
A Google search of "find a HotSpot" returned a number of sites that will list free HotSpots all over the world, there was one that even lets you put the address of where you'll be and will find any HotSpot within a mile of that address.
