Don't pass through Singapore, stay for a bit
Singapore doesn't want you to pass through. Instead, they want you to stick around, even if only for a little while. With the "Fabulous Singapore Stopover Package," you can take advantage of a variety of discounts. In fact, six hotels are dropping rates to $1 for the first night you stay. Some are even kicking in prepaid cell phone cards and food and beverage vouchers that can be redeemed at Changi Airport.
Since getting to and from the airport can be a drag when you stop briefly in a city, the program also lets you use the Singapore Airlines Hop-On bus as much as you want. It'll take you to 20 of the city's major attractions, including the Singapore Zoo, Jurong Bird Park and Sentosa Island – which are among the attractions that have lowered their prices for guests.

If you want to just see the sites; get the cab to the singapore flyer http://www.singaporeflyer.com/ ; which is like the london eye and will give you a nice view of the city and all the boats in the straights; you can also eat below it. One revolution takes about 30 mins; the cab ride about the same. Its open most hours. If that is too far; go eat at east coast parkway and watch the worlds shipping go by. Passport formalities and the like are easy in my experience (have an EU passport.)
The main tourist attractions are probably too far away.
Singapore is pretty small; the MRT is slow for getting into town and you have to change. So cab ride is probably better than taking public transport.

EAT! Singapore has fabulous food from all the Asian countries, at truly cheap prices. Eat at the hawker centers or food courts, where the variety is stunning and the quality high. Experiment! I second eating. There are so many great restaurants and cafeterias that you'll never be short of places. The hawkers have street teams that advertise on the streets near the cafeterias. The food is really good and inexpensive.
One time I had noodles, rice, and stingray for a party of three and I don't think it cost more than $30
