I'm sure some young enterprising individuals will take up the offer. But from what I understand India doesn't even issue work visas so I don't know how IBM is going to make it work unless they manage to get the laws changed.
This reminds me of when they shut down their huge Boca Raton, FL complex and dispersed the work all over the country. I lost a lot of friends to places like North Caroline when I was a kid.
