I stay at the Hotel Carter frequently when I'm in NYC. I don't think it's that bad, particularly for $99 in the heart of NYC. Of course it's not for a lot of people, but if you've traveled in poorer parts of the world, it's on a par with typical hotels in those countries. I always meet a lot of travelers from Asia, Central America, and Africa staying at the Carter, and they don't seem to mind the conditions, even though by America standards it's, apparently, the "Dirtiest Hotel" in the entrire country.
