Yeah, #1 isn't stupid in the slightest. I hate litterers. Kudos to Singapore for enacting such a law. I hope they actually enforce it. I'd love to see a photo of an offender paying his debt to society.

Well it was made into a law to stop excessive littering through humiliation. Since every night on the news they get themselves put on the television. So if you check you should be able to find some footage somewhere.
