If it makes you feel any better, I was delayed 4 hours at TPA on Friday afternoon waiting for my CO flight to EWR to take off. The reason given for the delay was "low ceiling/visibility".
Planes were landing, but apparently ATC had backed everyone up; a 2-something Continental flight from TPA to EWR was turned back to the terminal after taxiing out, and only re-boarded at 5:45 (when my flight was supposed to take off).
Not much you can do in those situations, unfortunately, except get a cup of overpriced coffee, find a power outlet, and settle in.
