Totally spot on, I was in Montenegro in April and was gobsmacked with the amount of construction going on. Having been in and out of the country over the past deacade I find it frightening how little planning is going on. The local municpalities are getting kickbacks or being forced by central government to give planning permissions that are totally inapropiiate - its a complete shame and makes a mockery of their branding.
