Great question. ATC is supposed to be English only throughout the world, but in reality, controllers in foreign countries almost exclusively talk to their national airlines in their native language. This can make it difficult for other airlines to get a good situational awareness regarding what's taking place.
The controllers speak English to all the other airlines, however. This is the case in Europe and Central and South America. I can't vouch for Asia, though.
