Chicago plans to build new airport

They've been talking about this airport for >15 years. To me, it's an airport that no one would ever use. Without rapid transit into the Loop, it's dead.

Gary Airport is already up and running, and struggling to keep airlines in business. So what's the point of building a third airport customers and airlines don't seem to want?
