The video footage is of poor quality. This was probably taken with someone's cellphone (one that has video capabilities as well). I doubt someone was standing at the ready with camera in hand for some nefarious purpose.
It's more likely that the person who was using the laptop put it down when it began to smoke and someone nearby had a cell phone camera (or a small video-cam) that he or she used to capture the disturbing malfunction.
