Agreed. Unless there's some sort of physical relay that disconnects the circuit when it's not running, I'm pretty sure that high voltage through an circuit that's powered off will do just as much damage as an "electrical discharge onto a live circuit".
Also, if you've got a MacBook Pro or some other laptop with a conductive shell you're probably better off than if you've got a plastic-shell laptop.
