Ken,
When you book the flight, it is $15 per bag but when you check in and have extra it is $25 ... if you don't have the bag you already paid for, you don't get a discount. You can save the 'seat cost' by sitting where there is a seat for them to assign to you when you check in. You already paid for the ticket, the baggage, and all of the extras. If you don't get there in time, it doesn't seem legal for them to resell your seat .... hmmm..
