It's the Czech Republic all right, unless some other country has started using Czech for their advertising signs. Which town though, is tough to say.
If Neil has it right, then perhaps he was there when Brett took the photo, because the only Kvetna I can find is a tiny village about halfway between Polička and Svitavy (Oscar Schindler's home town incidentally). Unless he means Května the month (May)?.
I'll take a punt on the evergreen tree in the reflection and say it's in Jesenik, North Moravia.
