In Zambia, littering is completely acceptable, as well. I recall riding on buses in the country featuring signs reading, "Put litter in its place" but had no garbage cans. Instead, they *want* you to toss your garbage out the window.
Once, I watched in horror as a woman opened a bus window, and slid an entire foot-long sub-sandwich cardboard -- complete with tin foil wrapping, napkins, ketchup packets, and soda can -- out the window of the bus. After, she immediately pushed the window back up, because Zambians hate getting their hair dirty while riding a bus.
Anyway, littering must be a cultural thing and only when the government considers it a priority to change the culture (by fining people) will anything happen. Sad, really.
