I don't understand why people recommend Canada now. This is the most expensive time ever to visit. Plus, there's a high tax to do any shopping, and I understand the GST rebate program is gone. For some US cities, the airfare is not even cheap.

You didn't mention Argentina, but that should be on the list. The exchange rate is virtually unchanged from 4 years ago.
