Guides (At least ones for large groups, I'm not sure about all of them) are regulated by the central authority. So they really can't talk about Political issues without fear of losing their license. Don't know if you got the chance to watch much TV while you there, but the censoring is so unabashed (blacked out segments) that it seems normal after a while.
Despite embracing capitalistic practices, China is still run by the Party.
