Your multiple mentions of topless ladies is extremely misleading. Unless you're actively & aggressively seeking them out, you'd be hard pressed to notice a woman without a shirt at Comfest. Those who choose to go topless are almost always painted, which causes them to become lost in the sea of people. I really couldn't say how few or many girls I've seen at Comfest without shirts. That's because it's really not that big of a deal. With so much going on around you, it becomes blurred into the wealth of other art and people you see over the weekend.

Consequently, going topless isn't something that's limited to the boundaries of the festival. Women are allowed to go topless within the city of Columbus. Many women just feel more comfortable covering up once they leave the event.

That is true; women are allowed to be topless in Columbus. I do not know about the outlying areas/suburbs, that may or may not be the case. I do know my fiancee was topless at comfest over the past two days and remained so while leaving the park and the walk though downtown to where we parked. We past multiple officers, and as she was not doing anything other than being respectful and nothing of a sexual nature there were no problems whatsoever. I think that there are a few people that have a comfort level while at comfest; to assume that because you do not see topless women other than at the park during comfest does not mean that is the only place women may be topless. My understanding is that women may be topless anywhere that men may be so.
