Since I live in Miami, I'd have to agree with Nicole. The thought of being able to be topless in the beach and not being able to walk off the sand without being harrassed by The Police is a slim-to-none chance. Of course while you are laying there you have to make sure that you are not kissing anyone around you because they will think that you are having sex and they will arrest you! (my personal experience) The typical person living in Miami is over weight by at least 15-20 lbs. Picture yourself trying to relax on your only time off from your over stress weekend with your boss and colleagues only to see a women in a Brazilian thong, topless with cellulite around her midthigh... and well, you get my drift. It only gives an insentive to those who have no business!
