Apparently Fernando thinks the President is God, almighty and all knowing. There's this thing called local government, you might have heard of it. They failed to mobilize the city and take care of the poor. You know, the mayor/governor. As for "preventing".. they have been talking about the potential for disaster in regards to the levies for the last 30 years. As documented, Clinton officially investigated it during his Admin, but no one had the money to fix it.
